Matthew Sica is the Vice President of Regulatory Compliance & Quality with Phase 4 Services, a management company working with laboratories in the cannabis industry. His responsibilities include advisement and risk assessment related to regulations, management systems and other aspects of the business to provide guidance and strategies for the improvement of quality and minimize risks for laboratories and their clients.

Matt has 30 years of experience in the laboratory environment and has gained expertise in management systems, laboratory accreditation, monitoring and testing issues, proficiency testing, reference material and regulatory issues. He has served in both technical and managerial roles for chemical and microbiological disciplines.

He has managed laboratories and has experience working for testing laboratories in areas ranging from chemistry and microbiology to field sampling.

With many years of regulatory experience, Matt understands navigating the wide array of statutes and regulations that affect various types of laboratories. This experience lends practical application related to statutory and regulatory compliance. As a former consultant, he understands the balance between the detail of the standard and practical application of the standard requirements.

He has provided consultancy and a variety of management and technical training courses on chemistry, technical standards, and management systems throughout the world.

He earned his Bachelor of Science at Rutgers University in New Brunswick, New Jersey.
